1、 (略) 原始垃圾是餐飲垃圾還是廚余垃圾，英文字面翻譯為餐飲垃圾，但是物料組分顯示為廚余垃圾。

Please clarify and con firmwhether the original waste mentioned in this contract content is food waste or kitchen wa *** English translation is food waste, but the material components shows as kitchen waste.

答復：本招標原始垃圾是餐飲垃圾。

2、技術規范中進料條件和出料指數項既有地溝油參數 (略) 理系統進料條件參數，哪個是準確進料參數。

In sheet 4.1, both Gutter oil parameters in kitchen waste pretreatment system and Feeding conditions in Waste oil pretreatment system are given, pls kindly clarify which is the exact feeding parameters we shall consider?

答復：請以廢棄油脂進料條件參數為依據。

Reply: Please use feeding conditions of waste oil as design bases.

3、 (略) 文件中描述的是SS≤ * 0mg/L，根據我司多 (略) 理經驗， (略) 理系統漿料經過 * 項離心機達不到這個值，其次，厭氧系統進料對SS并無此要求。

疑問：厭氧系統進料條件是否可以忽略，只要求厭氧系 (略) 理實際出料水質沖擊。

In sheet 4.1, Feeding conditions in Anaerobic Fermentation system, SS≤ * 0mg *** required.

Based on our several years of experience in kitchen waste treatment field, we wish to express that, 1. the waste of the pretreatment system cannot reach this value after through three phase centrifuge; 2. the feeding conditions of Anaerobic Fermentation system has no requirement for SS value.

Therefore, pls kindly clarify that: Whether the feeding conditions of the anaerobic system can be ignored, but only requires that the anaerobic system can withstand the water impact of actual discharge in the pretreatment.

Reply:The feeding conditions of the anaerobic system in the BD shall prevail. SS ≤ * 0 mg / L is not the key parameter to be met, but the normal operation of the anaerobic device shall be ensured..

4、如果本項目來料為廚余垃圾，根據招標文 (略) 理工藝為分選+破碎+細格柵+提油。根據我司多 (略) 理經驗，招標文件的工藝又是 (略) 理的工藝。廚余垃圾 (略) 破碎， (略) 分選，細破碎+提油。

疑問，請明確是餐飲垃圾還是廚余垃圾，處理工藝是否可以調整。

If the feeding conditions is kitchen waste, the pretreatment process as per bidding document is sorting + crushing + fine grille + oil extraction. Based on our several years of experience in kitchen waste treatment field, what is required in the bidding document is the pretreatment process of food waste. The process for Kitchen waste shall prefer to crushing first, then sorting, fine crushing + oil extraction.

Thus, please kindly clarify and con firmwhether the contract object is food waste or kitchen waste, and whether the treatment process can be proposed and adjustedby the bidder.

答復：餐飲垃圾，處理工藝不能調整。

Reply: Food waste.The treatment processcannotbeadjusted.

5、招標文件中投標人資格標準要求有以下生產能力和對應的EXP-3表格，

2.2.3 生產能力

每個產品和制造商填寫 * (1)表。

注：

如果第3章(評標準則) 2.2.3有要求時，才應包括此表格。買方保留 (略) 提交文件的真實性的權利。

疑問，是否要求每臺設備的供貨商、每個產品都要填寫此表，這個表格中生產設施指的是生產工具嗎？比如泵的生產工具？ (略) 制作，生產設施應該填寫什么。

Pls kindly instruct that, whether it is required to fill in all suppliers/factories and all equipment/product in details? Does the Production Facility in the form refer toproduction tool? Such as the production tools for pumps? Anaerobic tanks will be fabricated at site, so how to mention it as production facilities?

答復：是的，每個產品的每個制造商都要填寫此表。生產設施是指生 (略) 用到的設備。

Reply: Yes. The bidder should fill out this form for each equipment and each manufacturer. Production facilitiesrefer to the equipment used to produce the bid products.

6、招標文件中未體現評標的評分標準，請明確。

The bid evaluation score rule is not specified in the bidding document, please clarify.

答復：無評分標準。授標標準見招標文件第 * 章第 * 條：“ (略) 文件要求的投標人，并且該投標人被確定為具有能 (略) 合同的能力。”

Reply: There is no score rule.Pleaserefer to ITB Clause * , Section 1 of the BD for the award criteria- "The Purchaser shall award the Contract to the Bidder whose offer has been determined to be the lowest evaluated Bid and is substantially responsive to the Bidding Document, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily. "

7、招標文件中未提及投標文件蓋章簽字的位置，是否不需要蓋章。

Pls clarify if any exact requirements for signature and company seal.

答復：按招標文件要求簽字蓋章。

Reply: The Bid should be signed and sealed as required by the bidding document.

8、關于投標保證金， * .3要求不可以直接匯款，投標數據表 * .1是可以直接匯款。 (略) 分投標表格中 投標保 (略) 擔保。

疑問，投標保證金是 (略) 直接匯款，并且投標表格中直接附上匯款回單。

For bid security, ITB * .3 mention that telegraphic transfer is not accepted, whereas ITB * .1 show the route details of telegraphic transfer; and bid security in section 4 forms is bank guarantee.

Thus, pls clarify the telegraphic transfer is acceptable or not, if we could attach the TT record in the bidding form.

答復：招標文件第 * 章ITB * .1是對第 * 章相關條款的修改和補充，如果投標人使用保函形式的投標保證金，應使 (略) 保函的格式。投標人也可以選擇以電匯形式提交投標保證金， (略) 文件第 * 章第 * .1款的規定。

Reply: Section 2of the BD is a modification and supplement to the relevant clauses in Section1. If biddersdecide to submit bid securityin the form of a bankguarantee, the format of bank guarantee provided in Section4 should be used.Telegraphic transfer is also an option, for which the bidder should refer to ITB * .1 in Section 2 of the BD.

9、招標文件圖紙均為PDF版本，請提供CAD版本圖紙。

The drawings in the bidding documents are in PDF version, pls kindly share them in CAD format.

答復：無CAD圖紙。

Reply: There is no CAD drawings.

* 、部分設備數量不夠用，投標報價中，沼氣系統中的設備數量的是否嚴格按照此表格數？

The quantity of some equipment required is not enough. So, whether the equipment quantity in the biogas system proposed in bidder documents shall strictly in accordance with this sheet?

答復： (略) 文件第 * 章貨物清單中的設備配置數量不能確保滿意地達到系統功能要求，可以在清單配置之外增加設備配置，相關費用包含在投標報價中，在評標過程中不予核減。

Reply: If the bidder deems that the Equipmentquantities indicated in List of Goods in Section 6 of the BD could not ensure satisfactory performance of the system,the bidder may propose additional equipment, the costs of which will be included in the bid price but not be deducted during bid evaluation. .

* 、 * 清單中的沼氣壓縮機，原計劃為厭氧設計氣體攪拌用，現在厭氧段利用其他攪拌方式，是否可以取消掉 * ？

For the item * Biogas compression equipment, it is designed for gas stirring of anaerobic, but now whether it can be replaced if other stirring method is adopted for anaerobic section?

答復：厭氧設計采用氣體攪拌，并沒有改用其他攪拌方式，所以不能取消 * ， (略) 文件，并以招標文件為準。

Reply: The anaerobic adopts gas mixing instead of other mixing methods, so the * cannot be cancelled. Please check the BD carefully, and the BD shall prevail..

* 、 * 清單中增壓風機為2臺 * m?/h，而沼氣燃燒器為 * m?/h,這兩個設備匹配不上。

For the item * , the QTY of biogas fan is 2 sets, Q= * m3/h each, whereas the item * Firedamp burner is * m3/h. This is not match. Pls kindly clarify.

答復：燃 (略) 理的緊急措施，需要兩倍風量以上的燃燒能力。

Reply: The burner is an emergency facility for biogas. Therefore it requires a capacity of more than twice of the biogas flow.

* 、4.3 (略) 理設備技術指標及要求，生物脫硫后輸送 (略) 發電利用”，清單中沒有配給發電機用氣的風機設備，是否需要？如需要的話配置多大的風機？

For the description * that ” after biological desulfurization, it is transported to a garbage incineration plant for power generation and utilization”, There is no fan equipment for generator in the sheet, pls clarify whether it is required? And What capacity required if yes.

答復：生物脫硫系統設備表中有兩組風機。“沼氣輸送風機”將沼氣送至脫硫塔，“沼氣脫硫風機”將脫硫后的沼氣輸送至發電設施。

Reply: There are two sets of biogas blower listed in the equipment list of biogas purification system. Biogas Conveyeris for desulfurization tower, and Biogas Desulfurization Fan is for power generator.

* 、濕法脫硫塔材質為 * ，與實際中不符。 (略) 的濕脫硫塔都為PPH或者玻璃鋼，是否可以換材料？

There is no waste gas treatment process drawing, and the air volume of the fan is not required. The description of the positive pressure fan in the bidding documents may be wrong and cannot meet the requirements for use. The height of the dosing tank is as described in the parameters, and the height should be * mm, which may affect the actual use. The storage tank drawings are described as two, and there are three in the bidding parameters. Ask your company to explain and supplement.

-Weak current system, router firewall, core switch, access layer switch have no parameters, please add.

配電柜箱變無詳細配置清單；
