(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (c)本項目的特定資格要求：（1）符合《中華人民共和國政府采購法》第二十二條的規定；
（2）未被“信用中國”（http://**.cn）、“中國 (略) ”（http://**.cn）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
（3）須系我國境內依法設立的法人或非法人組織（ (略) 以自己名義參加采購活動）；
（4）具備公安部門核發的有效的《保安服務許可證》；
（5）本項目不允許轉包。

(c)Specific qualification requirements for this program: (1) Comply with the provisions of Article 22 of the Government Procurement Law of the People"s Republic of China; (2) Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (www.creditchina. gov.cn) and "China Government Procurement Network" (www.ccgp. gov.cn); (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Having a valid Security Service License issued by the public security department; (5) This project does not allow subcontracting.
